CITES Import Permit

Requirements

• Duly accomplished application form
• CITES export permit from the exporting country
• Veterinary/Phytosanitary certificate issued by the authorized government agency of the country of origin (for live specimens)
• Payment of fee (P350.00)

Process Flow
Issuance of Permit for the Importation of Wildlife Species listed under the Convention on International Trade in Endangered Species of Wild Fauna and Flora 

CITES Export Permit

Requirements

• Duly accomplished application form
• Inspection of wildlife by the DENR
• Documents supporting the legal possession or acquisition of wildlife
• Bank export declaration (if for commercial purposes)
• Local Transport Permit (where applicable)
• Phytosanitary/Veterinary Health Certificate
• Payment of fee Commercial
■ Fauna – 3% of export value (permit fee) + P300.00 inspection fee
■ Flora – P300.00 (1st 50 pcs.) + P2.00/pc. for additional piece (permit fee) + P300.00 inspection fee or Non-commercial (1-2 pairs of pets, up to 12 pcs. of plants) § P250.00 (permit fee) + P150.00 inspection fee

Process Flow
Issuance of Permit for the Exportation of Wildlife Species listed under the Convention on International Trade in Endangered Species of Wild Fauna and Flora 

CITES Re-Export Permit

Requirements

• Duly accomplished application form
• Inspection of wildlife by the DENR
• CITES Import Permit issued by the DENR or other documents supporting legal possession or acquisition of wildlife
• Local Transport Permit (where applicable)
• Bank export declaration (if for commercial purposes)
• Phytosanitary/Veterinary Health Certificate
• Payment of fee Commercial
■ Fauna – 3% of export value (permit fee) + P300.00 inspection fee
■ Flora – P300.00 (1st 50 pcs.) + P2.00/pc. for additional piece (permit fee)+ P300.00 inspection fee o Non-commercial (1-2 pairs of pets, up to 12 pcs. of plants) P250.00 (permit fee) + P150.00 inspection fee

Issuance of Permit for the Re-Exportation of Wildlife Species listed under the Convention on International Trade in Endangered Species of Wild Fauna and Flora 

Gratuitous Permit

General Requirements

• Copy of detailed research/thesis proposal
• Endorsement letter from the Dean (in case applicant is a student) or in the case of an individual researcher, from a recognized expert or a research institution or conservation organization
• Prior clearance/endorsement from:
■ Protected Area Management Board (PAMB in case collection site falls within Protected Area/s; and/or,
■ Head of the concerned local communities (Local Government Units) with management jurisdiction over proposed collection site; and/or,
■ Certificate of Prior Inform Consent (PIC) from Indigenous People/Indigenous Cultural Communities (IPs/ICCs) in case collection sites falls within areas of such communities.
• Payment of application and processing fee (PhP 100.00)

Other Requirements

For foreign entity/institution/individual or Filipino citizen affiliated with a foreign institution (scientific study covers one or several region/s)

• Copy of approved MOA with the DENR;
For GP renewal:
• Copy of accomplishment/annual report
• Original copy of previous GP issued

Issuance of Gratuitous Permit (GP) for Scientific Research

Memorandum of Agreement (MOA) for Biodiversity Research

Requirements

• Copy of comprehensive research proposal;
• Institution’s profile, if applicable;
• Endorsement from the head of the Institution; or in the case of an individual researcher, from a recognized expert or a research institution or conservation organization; and,
• Letter of acceptance from local collaborators (for foreign researchers/scientists)

Applicants are also advised to enclose their contact details (Contact number, email address) together with the documentary requirements.

Memorandum of Agreement for Biodiversity Research (For local researchers/entities)
Memorandum of Agreement for Biodiversity Research (Involving foreign entity/institutions/individual or a Filipino citizen affiliated with a foreign institution)

Bioprospecting Undertaking (BU) for Terrestrial Biological Resources

Requirements

• Application (with proposal) to BMB, BFAR, or PCSD together with:
■ Letter of acceptance from Filipino collaborator (for foreign applicant)
■ Payment of application fee (PhP 500.00)
• Submission of Prior Informed Consent (PIC) / Free Prior Informed Consent (FPIC);
• Final Evaluation of the Bioprospecting application and draft BU by the technical/ bioprospecting committee of respective agency;
• Approval of the BU by the Secretary (DENR/DA)
• Posting of Performance/Rehabilitation bond in the form of surety bond (25% of project cost); and,
• The Bioprospector may proceed on with the collection activity.
