The resource speaker of the webinar is Director Noreen Boots Gocon-Gragasin of the Integrated Records Management Office of the Civil Service Commission. Director Noreen discussed some basic GAD concepts, role and perceptions between men and women, gender bias, discrimination that can happen in the workplace and women rights under the Magna Carta of Women.

Manifestations, Multiple Burden, Subordination and Gender Stereotyping are some of the specific gender issues discussed in the webinar. These gender issues as described by Director Noreen can cause violence that may affect the personal lives of men and women thus these gender-based violence could be manifested in the form of domestic violence (e.g., physical abuse, sexual abuse, economic abuse), sexual harassment, gender bullying, prostitution, sexual assault and even trafficking.
The Speaker also highlighted the importance on the use of gender sensitive language in roles and occupational references and concluded the webinar with the discussion of Legal basis for Republic Act 9710 or the Magna Carta of Women and rights and empowerment of women guaranteed under the said law.
